level 1 mobilization

so @ around 4:00AM last night, listening to my local precinct 108-114 (Queens), out of the silence came from the dispatcher that a 12 year old girl was missing, and called for a "level one mobilization @ <street name here>"

She repeated it a couple times and I fell asleep waiting for more activity...

Did the cops meet at that address and talk about the missing girl? what's the procedure when this is called over dispatch?


What is the definition of Level 1 and any other levels?


I like listening to the police dispatch in the early hours of the morning because it is slow but more interesting....

For a level 1 mobilization for a missing they send the Task Force for that area. You won't hear much if anything about it over div. radio,you will hear talk on the TF Tac channels or CW 2,3 or 4. They respond to the address and are given areas to search for the missing person by the Det. and Supervisor on the scene from the info they have gotten from the family of the missing.

So are these guys on standby at home, or is there always a task force like this always sitting ready to go...?

I have had my scanner for about 6 months, and I have never heard any TAC conversation... Never heard anyone say "switch to TAC whatever".... What is the frequency of this in your experience?

Leaf,every boro has at least 1 task force. They work the areas that are high crime or very busy and are assigned on a day by day basis. They are not called in from home. When there is a mobilization called the TF, ie; Brooklyn South TF, will respond to the mobilization location given by the disp. and when there they will switch to the TF Tac frequency and still monitor the div. frequency as well. The TF freq. are in the RR database for each boro. Just go to the NYC area and look @ each boro and they will be there. Also look at Citywide for CW 2,3 &4, they will also use those from time to time.

The mobilization will operate on the division radio of the precinct in which the mobilization is called. Higher mobilizations may operate on a different channel at the direction of the incident commander.

Level 1 - the boro task force

Level 2 - all task forces

Level 3- all task forces and 1 sgt and 8 cops from every precinct in the boro concerned

Level 4 - all task forces and 1 sgt and 8 cops from every precinct in the city

Level 4 & off duty mobilization - level 4 above plus all off duty personnel are to report to their precincts

Level 1 may be activated by any supervisor, Level 2,3,4 can only be activated by a captain or above.
Off duty may only be activated by the Police Commissioner, 1st Deputy Commissioner or Chief of the Department.

Other special units also respond accordingly in addition to precinct and task force personnel. ex: highway, detectives, esu, aviation, harbor etc.

On the midnight tour the 1 sgt and 8 cops becomes 3 sgts from the whole boro and 2 cops from each precinct

For a level 1 the dispatchers must read the mobilization over every division in the boro concerned and citywide channels.
For level 2 and above it is read over every dept channel.
All mobilizations are read 3 times by the dispatcher on all affected frequencies.
