I uploaded the latest P25 database to my software/scanner, but am only getting Fire/EMS no PD. I read here that the PD is now encrypted. Does that mean we cannot listen to PD now? Or am I doing something wrong? Thanks.

You are not doing anything wrong. Scanners cannot or will not "pickup" any encrypted transmissions. It's federal law.

Yes, that means you cannot listen to the police.
