Most likely you are hearing the Army Corps of Engineers, as that is one of their frequencies.

The RCC acronym can probably stand for a lot of different things, but in this case it's most likely not relay conference captioning. I'd bet it stands for Regional or Radio Control Center.

Yeah, RCC; Reservoir Control Center sounds more like it. i used to listen to the COE on 163.4125 so they must have switched frequencies maybe as I have not heard 163.4125 in a while.

I wonder if 173.4125 Mhz might be the input frequency for the usace repeater on king mountain as i am just hearing the control room operator and not the other side. Still trying to find the repeater output. it used to be 163.4125 I think but have not heard that in quite some time. Not a whole lot of comms on it, just when they come on.

OK, just heard some traffic on 173.4125 118.8 PL, both sides. One was call sign "24" and the other was call sign "41" 24 said "Everything quiet, nothing going on. 41 said "ok' 41 clear". So that freq. might be simplex to. Could they have been dam security? maybe, maybe not. Hmmm. To me security would be using P25 around there. It sounded like the first guy said "Go for 24 to 41" Will have to keep monitoring.

Just got my desktop digital recorder today from radioshack and I like it. Works good and makes good recordings. Only thing I don't like is that the vox mode will not work with the aux input. Rats! Only the mic input. Oh Well. Does take awhile to figure out the settings, ha ha. And it can use SD or SDHC memory cards up to 32 gigs. Plus it has 4 more sd slots for holding sd cards but not for recording to, just to hold any extra sd cards you have. And it does have an USB connector to connect it to a computer.
Now I can monitor the dam with my scanner and record the voice from 173.4125.

The vox mode on the digital recorder has a slight delay of about 1/2 a second to maybe a second. So some of the voice recording might get cut off at the beginning. Oh well.

ok, I got one of the call signs figured out. I kept hearing "go 24 41" 24 is Libby dam control room ops; i.e wuj 24, which I knew, and 41 is wuj 41; Bonneville dam control room ops.
