The UV5-R is a nice little radio, especially for the price. However, transmit is only enabled on the 2 M and 70 CM, where a amateur radio license is required. The rest of it's coverage is receive only. And, as "alcahuete" indicated, there is no free amateur radio licensing. When I last renewed my license (2020), the licensing through the FCC was free, but you still had to pay to take the test(s). Now, you pay for both. You might want to check the ARRL web site for information on getting licensed. These days it is possible to take the tests on-line.

While you are on the ARRL web site, you should also look at the other aspects of amateur radio. There is much more to amateur radio than a couple of miles of coverage with a hand held radio.

There are two fees involved in getting an amateur radio license.

Amateur radio tests are administered by Volunteer Examiners (VEs) who are coordinated by Volunteer Examiner Coordinators (VECs). You can find a list of the VECs here: FCC Certified VECs

FCC rules permit VECs to charge up to $15 per examination to cover the expenses of administering the tests. Some VECs charge the full $15. Some VECs don't charge anything. You will have to check with the team administering the exam to see what they charge. This is just a fee for administering the exam and will be collected by the VE team at the time you take the exam.

As of April 19, 2022, the FCC began charging a Application Fee of $35 for new or renewal amateur radio licenses. This fee will be collected by the FCC through their online system at the time your license is processed.

What type of radio you have is not a factor. In order to get an amateur radio license, you will have to pay the examination fee (up to $15) and the application fee ($35).

The fee question was answered, but I just wanted to emphasis, you must take and pass a test in order to get the license, just like trying to get a driver's license.

No need. Been a ham for 30 years...I know exactly how the process works. As I said originally, there is no way to get a ham license in the US wiwthout paying for it.
I misread what you wrote. Sorry about that. I was interrupted and then went back to the wrong pace in the sentence.
