Lincoln county listening

I have a friend who recently moved to Stanford, Lincoln County who would like to monitor public safety activities. He is not a big interweb type and asked if I could help. What would be the best way to monitor stuff in the area with a receiver, what is listenable? He is roughly 5 miles from the center of town. TIA

He would need to get one of the scanners that is capable of receiving NXDN "stuff". For example one of the Uniden BCD x36 or SDS lines with the NXDN upgrade. He could probably get one from Scannermaster that has already had the upgrade installed, but there would be an upcharge. They do offer, for additional cost, local programming.

Probably ought to be prepared for sticker shock though.

Also Law Enforcement in Lincoln County appears to be encrypted and that cannot be monitored - no way, no how.

KSP is moving to a statewide system starting from west to east. So it may be years before it gets east. There is no telling whether that system will be fully/partially encrypted when it happens.

He has NXDN capable equipment he wanted to verify that the frequencies were correct and if he has to add the "RAN"s to listen or if he can just add the frequencies in NXDN mode.
