Are they encrypted on starcom21 like Logan County sheriff is? Or on VHF still?

I was listening to audio from the Sean Grayson disciplinary hearing (when he was at Logan Co She Dept) and they mentioned being able to scan Lincoln PD from the mobile and portable radio.

i believe they are encrypted on starcom. I have not heard anything on the VHF frequency since the same time county went encrypted.

200s Logan Co Shf

Since he's scanning them on his mobile and portable radio and made me believe they are both on the same radio system, although with multi-band radios that doesn't necessarily have to be the case.
