Lincolnwood Call Boxes?

I was recording 464.4125 a month or so ago when I caught someone using DPL731 identifying as "Lincolnwood Police" asking if anyone was there. Earlier this week, I caught the tail end of a transmission on this same freq and tone asking if someone needed assistance.

The Village of Lincolnwood has a license (WQYJ636) for a 40w base and 4w mobiles on this freq. Shown under the eligibility portion of the license is " Village providing commercial use for call boxes for their bike path and recreational area".

These are probably what they are using as they are marketed by Chi-comm who has been their long time MSS I just programmed and installed one of these this week for a company in Clarksville TN They use a Motorola XPR3000 series radio mounted in the box and a timer that keeps the radio keyed for 1-3 minutes after the button is pushed it used an internal lead acid battery and recharged by 110v or solar if outside.
