Not at this time. There were several projects in the works but I havent heard anything about them in a while now.

You can listen to it, but it won't do you much good. It will just sound like static.

I have feeling as P25 becomes more prevelent there will be a effort to have a opensource decoder. Even though it is propritary that hasnt stopped alot of open source developers, thankfully.

Open source develops cannot take patented techniques and put them in software. And there is no way around decoding P25 audio without using the patented techniques. So it will not show up in open source.
