The reason you are getting NYS is simple, nothing impedes your signal, the lake probably enhances the signal however the edd and flow (rises & drops) of the land to the west of you impedes the signal.
I know nothing of your antenna but when I lived in Mid town T.O. I could hit Hamilton PS off a rubber ducky albeit weak.

Now living in Burlington, the signal is weak once you get into Oakville.

Maybe a good 800 Meg antenna would help.

I live at Erin Mills and Dundas and have been trying to pickup the holy grail of the Hamilton Trunk for the better part of 2-years (since i moved to Mississauga from Hamilton) and have the exact problem! 1-2 bars and not clear transmissions.. i find i can get it from Oakville at the waterfront park.. and even from downtown Toronto.. but not from Mississauga.. When i lived in Hamilton i lived on the 27th floor of the Olympia Condo and took this picture .. i think it explains everything.. if you look in the background of the center of the pic you will see the tall condo towers of square one.... the only reason you see them is because they are 40 -50 floors tall.. Mississauga seems to be in a valley from the west.. blocking both Burlington and Hamilton.

Cool I can see my apartment from that pic!

Mississauga is full of valleys and one of the higher points of the city around where the 403 heads south past the 407 to Dundas to the Ford Plant is high ground, possibly impeding the signal.

That said, listening to their system is boring Hamilton is a city that noone told to join the 21st century, Lots of misery, drug addicts mental health issues, sick old people, depressing to listen to.

You might need a yagi of some kind in order to get a consistently strong signal.
