Livingston County, KY - having trouble receiving

Needing help in Livingston Co., Ky and I am not getting much chatter from the Sherriff or Grand Lakes fire. Anyone in the area that can message me and help me out? Maybe see what I am doing wrong. I have an SDS100 with stock antenna. Is there a better antenna?? I used to have a Radio Shack 800Mzh scanner and it picked up great. I get surrounding counties with no problem, but Livingston is weak or none at all.

Could it be possible that they are migrating to this new DMR system? Livingston, County Of Trunking System,
It seems all my settings are correct. I was operating on a stock 'rubber ducky' antenna and I don't think it was doing the job. I'm in the lower end of the county, BUT I'm not on a hill nor am I in a valley (If you know Livingston County - You know the terrain is NEVER level!!). As per a recommendation, I just added an outdoor antenna and it's SO much better. Now I just have to get that antenna up a little higher! I just found it odd that I could get most if not all of Marshall & Lyon crystal clear, but my county was non-existent. I'm still going to tweak the setting and the frequencies. But this is so much better.

I looked at the FCC license for the Livingston County DMR and the frequencies are from the Public Safety Pool. The administrator is the Grand Lakes Fire Department. You’ll need the DMR upgrade on the SDS 100 to receive DMR. From the information online it appears the DMR with three sites could be active. The DMR system was licensed in the last two years. The strange part is there is one site in 216 East Adair St, Smithland, 1021 Jake Duke Rd and the Grand Rivers Fire Department. All these sites are in Southern Livingston County so likely is only for the southern County Fire Departments.

The DMR system doesn’t have any towers in the north and I doubt if it is used by the Sheriff’s Department.

The Grand Rivers Fire Department appears to have a new fire station On Ky 453 Dover Rd. The address on Jake Duke Rd is another Grand Rivers Fire Station. The 216 East Adair Street is the Livingston County-Cen Com building so likely is still dispatch Grand Rivers Fire Department.
