They are on a trunked system
First you would need to ID which site you are nearest to, program those frequencies [Top section of the page]
then program your scanner for the People Mover Talk groups [bottom section is the talk groups]

The agency is on Alaska Land Mobile Radio (ALMR) Trunking System, Statewide, Alaska - Scanner Frequencies Digital trunked system.
Sort the table in ecps92's link for Anchorage. It appears to be a mixed VHF/700 MHz system.
On talk groups

44305ad11DAnch Bus SupPeople Mover SupervisorsPublic Works
More specifically, they're on the Anchorage (AWARN) portion of the ALMR system, so you need to use the 700 MHz frequencies for whichever of the Anchorage sites you get the best reception from.

Source: I used to work there and brought my SDR dongles and DSD software to work one day to collect and decode the data.

It's a simulcast system plus some outlying sites in Eagle River and Girdwood, so all you really need is the Anchorage Simulcast cc. Unfortunately that also means the simulcast distortion may be a factor.
