Looking 4 cap code for FTO

My buddy and I are looking for a program that detects the cap code
like for example

110/125 330.5 746.8 should come up with this 305

the 305 is the cap code

155/110 726.8 330.5 should come up with this 750

750 cap code is from different group tone reeds

That has been the problem to figure out the cap codes. I had a program that used to give me the cap codes on any given tone and now I cant find it anywhere. We both know about the tone code lists thats not what we need. We need to be able to have a tone a and b and then be able to get the cap code for that tone. Also there is an area with so many pager codes that they use all the reed groups. How would we tell when groups 10 and 11 are used in a cap code. The county I am referring to is Polk County Florida and they used groups 10 and 11 as well as all the others.

Groups 1 through 6 are easy to detect the reason we are having problems is some area are also using groups 10 and 11 and when it gets to that point there is nothing on the general encoding plan or extended codeing plan to reflect how groups 10 and 11 are used or what the cap codes would be
