Is there a way to download them into the scanner without having to enter them manually? Like through FreeScan

Well it depends,do you have a scanner that is program capable? If you want to use FreeScan you have to have a Uniden scanner that FreeScan covers.

I have a UNIDEN - BC346XT

Well then you can use FreeScan to program your scanner, you won't be able to download the freqs by a file form because their just posted on a forum, but you can use FreeScan to program them in manually. But its easily to do that then to program them in by hand.

I use Butel's ARC 500 to program my Pro 106 Radio Shack scanner. I am able to bring up the entire listing you have of rail freqs from the Radio Reference database and import them to my scanner with just a couple of mouse clicks. Here is the link for the database listing. I don't have a Uniden scanner so I am not familiar with FreeScan but you might be able to cut and paste.

Actually you can use EZ Grab in FreeScan without doing a lot of copy/paste. It's fully described in the user guide in our wiki

You can get to it in FS using Help / Online Help
