First, all caps is yelling on the internet and there's no need to yell at us I can read you 20dB over S9 with normal punctuation. All caps comes across as rude and is probably part of why you haven't gotten much response so far.

Second, the ARRL books are availbile through most book stores, Amazon, ebay and the major HAM stores as well as many local HAM stores if you've got any in your area. Just make sure you check the dates (year blocks, the tech test is new as of July 2010) on the books to make sure you're not getting a deal on something that isn't current. As was mentioned in a cross posted thread of yours, searching for a local club and searching and reading up in the getting your license section will return many resources, on books, classes, mentors and the like.

Third, I'd suggest studying and getting your HAM ticket before investing too much in other radio systems, the concepts you'll learn and then apply as a HAM radio operator will often directly correlate to scanning and I know while I was a scannist for a good 10 years before ever taking the leap into HAM radio, that my increased knowledge has made scanning more reliable and enjoyable.

ARRL website has a page you can put in your zip code and get a listing of all the upcoming tests in your area for the next few months. The answer to the rest of your questions is in part one.
