That is valid. This is the County-level entry into the EAS system. Although, they could just as easily go in via FEMA IPAWS...a lot of other states do.

There are several LP-2 stations in the LA Market that directly monitor this, not just the PEPs.

I would expect so. Most EAS encoder/decoder devices can support more than one input, so I'd imagine they monitor both 39.480 as well as the LP1. Perhaps NWR as well.

When I was in the broadcast industry our EAS receivers would do AM broadcast, FM broadcast and VHF weather channels but no VHF low band. That would have been a separate receiver that I didn't know existed. The typical antenna sold for EAS reception was the AOR SA7000 which was ok for AM and FM broadcast plus 162MHz weather but would have been lousy at 39MHz.

My blue ENDECs will handle 6 input streams (not including CAP/IPAWS).

I imagine an old low-band MAXTRAC hooked to a cheap-o vertical on the roof would be the go-to. Pulling flat audio out of the accessory port on those Motos is trivial.

Going back to check, I don't see a flag for filter de-emphasis. It's looking for audio. Just audio.
