Loudoun Cnty and Fairfax channels on Phase 1 P25?

I have a Radio Shack Pro-2096 that has been programmed for talk groups for both counties even knowing they are both on phase 2 networks I occasionally hear LCSO dispatch on Phase 1 and FF county fire on Phase 1. Is this unusual or just a multi-broadcast using both modes at once. Its only on a couple channels in the 852 range.

Loudoun County uses a combination of P1 and P2. Fairfax county, although it's capable of P2, they are 100% P1. I listen to both all the time.

Never seen a P2 talkgroup show up on Fairfax.

Not unusual. This is common with jurisdictions that don't buy Phase 2 capable subscribers when modernizing infrastructure. Sometimes budgets spread subscriber replacement over several years. Other jurisdictions like Montgomery and Anne Arundel counties in MD replaced their subscribers before rebuilding infrastructure.
