These frequencies are licensed for itinerant use in the US and may have activity from time to time. Anyone eligible for a Part 90 license could license these frequencies. Interestingly, NIFOG has a section for itinerant frequencies, including these, so they expect federal interoperability in an emergency.

27.49 Base or Mobile 10.
35.04 Base or Mobile 10.
43.04 Base or mobile 17.

(10) This frequency will be assigned only to stations used in itinerant operations, except within 56 km (35 miles) of Detroit, Mich., where it may be assigned for either itinerant or permanent area operations (i.e., general use).

(17) This frequency will be assigned only to stations used in itinerant operations.

Oh yea I have heard activity on 27.490 but it wasn't government. Lots of single side-band cb invaders during Sporadic-E or high solar flux output causing the F layers on the day side to bounce back 11/10 meter signals.

I searched the FCC database for licensees on 27.490 and found a bunch. Most have all three as well as the VHF and UHF itinerents. Cisco, Goodyear, Red Cross are some examples among many. They are using FM wideband. Some licensed the NB emissions so they are clueless.

Years ago, I had a business license for 27.49 MHz with 6A3 (AM) emission. Used several of the Realistic CB radios with 3 or 6 channel crystals and ordered the .49 frequency. Range was about what you'd expect on 5 watts but the channel was fairly clear. This was back when 40 channel CB operation was still a new thing and most operators were still using legacy 23 channel sets. I can't imagine what use any of the 27 MHz business band channels would have nowadays for a serious FM business licensee. The 29 MHz business channels (29.71, 29.73, 29.75, 29.77 and 29.79 MHz) would be gold for anyone needing a clear working simplex low band channel. Some of those frequencies only have 2 or 3 licensees nationwide.
