What type of scanner or equipment if any, would one need to monitor between 2.85240000 and 17.96540000 MHz I reckon it is, or is it KHz when it's that low.

A shortwave radio will pick up this frequency range and will likely be the least expensive option. Some shortwave radios are capable of scanning frequencies. I see many licenses in the FCC database for 2.8524 MHz (2852.4 KHz) mostly airport related.
