New FCC licences for low power FM stations?!

Low Power to the People by Anna Minard - Seattle News - The Stranger, Seattle's Only Newspaper

Time for me to apply and start up a "Seattle Soul Station"
Just kind of embarrassed I read about it in the stranger first.
