Low volume on 800 police freq.

Using a BCT-15 with a discone. I notice when I listen to my local PD (800 freq.) that the volume I receive between the dispatcher and officer is very low. I tried the AGC on and off...no change. If I turn the scanner up enough to hear the PD ...all my other freqs. are VERY LOUD. Any ideas? Thanks.
