I've been monitoring a local LTR system used by a college and have been seeing something which is different than what I'm used to seeing on business systems. Normally users always have conversations on a common talk group, but not in this case.
This system doesn't have different companies using it, but does have different groups of folks who support a single organization. For this example lets use A, B, and C.
One talk group seems to be used by the base station(just a name, it's a repeater system, but this users coordinates all of the groups), and when they speak, all of the other groups hear it. They will call someone who's using a handheld. In this example lets say the call goes out on group A.
When the person on the handheld answers, more often than not they answer on a different talk group. Lets use B for this example.
The base hears then and a conversation ensues with each party using their own talkgroup for their parts. It goes back and forth on A and B in this example.
Later the Base will call a different user on A and they might answer on C.
Lastly, it does seem that when two users in a common group talk, the same group is used, for instance B. If they are having a conversation and the Base user wants to comment, the Base will show up again on group A.
I also have seen where a person in group C heard the Base (A) talking to group B but didn't hear the B replies.
The users have mentioned channels.

These radios have scan lists programmed, and also have a home group for transmit programmed. The BASE scans all of the groups for RX and transmits on A by default.
The handheld users scan their home group (B or C) as well as group A which the base uses. When they transmit they use their home group (B or C)
The benefit to this setup is the Base can always get ahold of the hand helds, and they don't have to hear the conversations within the other groups of users.
The downside to this setup is the BASE hears all of the system traffic, and all of the users hear all of the BASE traffic.
It also seems that the users aren't trained to change to a different group if they want to contact a member outside their group. The Base has been relaying those comms, and they act like there's something wrong with the radios because they can't hear the other party whern the Base can.

Does this seem possible, and have you seen or heard of an LTR system being setup this way? Seems like they could have just let the groups stay on their own group and have the Base contact them on it. If they needed an All Call setup, then create a single group that they would scan, but train the Base user not to use it all of the time. Also train the users to switch to the other groups channels if they needed to talk to them.
