LTR Trunking system

I am new to the scanning hobby, can someone tell me what the LTR trunking system is and which of the RS scanners will pick that system up? Also when a organization used a frequency for analog communications and then that organization went digital, were those same frequency used for digital communications? if not how do you tell the difference between a analog frequency and a digital frequency
