According to the N/W Ohio Scanner Frequency Directory they dispatch most traffic in plain language. They use some codes which are:
A: Arrest made
B: Report Made
C: Citation issued
D: Warning issued
E: Assistance rendered
F: No action necessary
G: Unable to locate
H: Gone on arrival
I: Canceled before arrival
J: Officer needs help
K: Known, not wanted
L: No record
M: Has traffic record

You now owe me $5 to help cover the cost of the book :)

Or you can use the list from radioreference.com which is free ;> Go to the RR Database and you'll find more info under "Lucas County"

I can't really speak about what PD's in the county use but for fire departments:

Nobody uses Code 1.

Code 2 means respond with no lights and sirens, obey all traffic laws.

Usually if you hear a fire unit told to respond code 2 it's because:

A) It's an injury from a crime in progress and PD has not dispatched yet,

B) It's a medical problem that has been triaged as non-emergent by Lucas County EMS dispatchers or it's a minor fire related problem as determined by fire dispatchers.

For fire & EMS calls, a Code 3 (lights & sirens) response is assumed unless directed otherwise by dispatch or a unit on scene.

RE:

Do WTFD's radio have 460.475 (Lucas County Dis. Main.) In them? Cause I know Lucas dispatches WTPD. I know they have your freq. But do you have theirs? And could you tell me what freqs are in your dept. radios? I know you get mutual aid from Morin Point a lot. Have Monroe County Central Dispatch? I'm hoping you work for WTFD cause I'll feel really dumb. lol thanks

Washington Township - the sliver in the northeast corner of Toledo near the state line / Lake Erie. WT also exists in Toledo a few miles west but that area is covered by Toledo FD/PD.

The 4 Chief's portables have LCSO, the rest do not. All other radios (mobile & portable) have our main repeater out freq., simplex talkaround and the 10 med channels.

We have a couple VHF portables and each rig also has a VHF mobile for Monroe County, USCG and Toledo's old VHF dispatch 154.190. Not sure yet what our plan is for dealing with MPSCS in Monroe Co.

We also have 2 800 portables for Toledo Fire and the Lucas Co. Fire TAC TG's.

And yes, I "work" for WTFD but we don't make much money

If by "our county" you mean Lucas (no location specified for you) they are, it's already been mentioned that the bids are in work.

As a matter of fact they have an RFP out right now for a digital trunked system for the whole county. We'll see how it's going to be paid for though...

Whether it's a big deal for people to listen or not is a moot point. We're a public agency on a conventional non-encrypted radio system so there's nothing we can do about people listening. But no, it's not a big deal unless someone starts chasing calls and gets in the way at scenes.

Besides, like everybody else, if we have something to say that we don't want heard we use the Nextel

Washington Twp school district is separate from Toledo Schools yet covered by Toledo Fire. That was my differentiation...

I thought you meant the area just south of Alexis and east of Stickney where the Twp. hall is. Many people don't know that that little square is part of the township (even some that live there  )

Washington Twp. used to be one of the biggest townships in Ohio, now we're probably the smallest.

We recently received some photos of stuff from the Trilby FD which was WTFD Station 1 until 1965. www.wtfd.net/history.html

Things sure would be different today if all the annexation had never happened :(
