M.A.R.C.S. Site Numbers

I was wondering if somebody could explain the new Site Numbers for M.A.R.C.S..
Also, why are some in parenethesis?

They are now listed by Zone and Site Number to allow for more flexibility in listing, as well as for smoother downloads into trunktracking software and other potential (future) scanner applications.

Too bad the new format doesn't import with the zone numbers from the web service... All I get are the site numbers there. I'm sure that will get updated at some point..
