OpenSky is a technology that is owned by Harris (who now own Ma/Com) and market it to folks as being a system that no scanner can pick up. For a scanner company to include the ability to receive and decode OpenSky, they'd need a license from Harris for the technology. Ask yourself how soon a company will be licensing a technology to scanner makers while they market their systems as ones that can't be picked up by any scanners.
