I just read that the Sheboygan Co Communication Council will be discussing the possible use of the MABAS system at tomorrows meeting. My question is are there any other areas outside of the WI/IL border area thinking about using these frequencies?

It's my understanding that several counties in Missouri and northwest Indiana use the MABAS system, and the aforementioned frequencies that you posted, for more efficient mutual aid coordination.
