If you're referring to the square or diamond-shaped flat white antennas mounted above the traffic signals, that would be an MDOT thing. From my understanding, in talking to a friend in the city traffic signal division, they link the traffic lights together so that depending on the traffic flow as read by the sensors, they can reprogram the timing on the lights so they are more "in sync". That raises the question of just how MDOT defines "in sync". They have them all up & down every major street in Battle Creek. (Some of the intersections use Yagi-style antennas that look to be 900 Mhz or higher.)
