Does anyone have any recommendations for a scanner that can receive Madison county, Anderson, and the Indiana state police? i guess Madison county and the Anderson police both use different ltr systems.

Well, the ISP uses the SAFE-T system, which is digital. Therefore, if you want to purchase one scanner to handle digital and LTR, in addition to EDACS and Motorola then either the Uniden BC-296D or BC-796D will do the trick. As far as I know, these are the only two scanners that will monitor both digital and LTR (Hint, hint, Radio Shack). See below:

The city of Anderson uses an EFJ Multi-Net System. The only way follow or track the system is to utilize the LTRUNK program. You can monitor it conventionally, see the TRS page for more info:

If so does it require a computer to be connected to the scanner to run or does it just need a computer to load the program into the scanner?

First, you need a discriminator tap in your scanner. You can tap any 800 MHz capable scanner. Do a search of the forums here and even google and you'll find all the info you need!
