Madison Fire and EMS Simulcast

I noticed about 2 months ago that Madison, NJ Fire Department and Ambulance have Both been getting dispatched to the scene of medical calls. Prior to this they would only dispatch the volunteer ambulance squad. I know this is common practice in other parts of the country, but why is the reason? I personally think they should have been doing this all of the time since most FD paid personnel are EMT's. Also does anyone know about Madison simulcasting fd and ems? I heard them tone out the ems and fd on different tones and frequencies and about two seconds later the shift supervisor, asked the dispatcher to tone it out again and simulcast the transmission and then it was only toned out over the fd frequency. (Madison pd does the dispatching for pd and ems, fd has their own paid fd personnel dispatch)
