Sounds like Madison Fire has been conducting high-rise training exercises using ITAC1. (I didn't have the chance to verify use on the other ITAC channels, but confirmed on ITAC1.) Good signal strength on this conventional analog repeater.

What bothers me about this situation is that ONLY the almighty city fire gets to use this building for training, even though it is a state building. Obviously you can't allow EVERY single fire department in the state to use it, but more than just city fire should be allowed to train and learn.
What building would this be?
