The Chicago Area Radio Monitoring Association (CARMA) has a 70 page profile for Military Monitoring that covers the upper midwest. It's from 2008 but should give you a starting point.

CARMA Profiles At the bottom of the page under Transportation click MilAir--Madison area starts on page 22.

Don't forget the air to air range, try 138.45.
Watch for when they fly over a Packer game, too. I forget the time, but I think its around 30 minutes from seeing them on TV to their landing.
One more thing, go to the airport and eat at the Pat O'Malley's Restaurant. Very good food for the money and definitely get a window seat facing the runway. Go early on the weekends, though, because there will be a long wait by 11 am.
