Anyone know what the weekly series of high speed touch tones on VHF are for? Programming something?

Which frequency? Two guesses are outdoor warning siren control or fire department Knox Box testing.

So outdoor warning siren control & monitoring seems likely.

Is it noon on Saturday? That is when the EMA tests the sirens.

Keep in mind that most modern siren controllers have monitoring & control functions that don't necessarily result in the siren sounding.

The sirens around here conduct a daily communications check and immediately report any alarm conditions over the radio link.
