If the radio channel needs of the other 49 states are met by using the AAR allocations, why does Maine have to go "outside" the AAR channels and take up even more spectrum? It looks even sillier when they admit that there is actually so little railroad activity in the state.
I wonder what's actually going on here. Is it possible that some manufacturer is stirring things up and just wants to sell a boatload of equipment?
