"Make your own case"

I often hear this on my scanner with police agencies. The call describes what the police are to respond to, like "possible DUI, erratic driving, I-57 Southbound near the 233 mile marker, etc" and then they say "make your own case". What does that mean?

Basically it means that the officer needs to establish his own probable cause to pull over the vehicle rather than pulling it over just because of the report.

Yes. It also means that at that point in time there isn't a signed complaint,so the officer who locates that vehicle can use his own discretion as to what action he chooses to take.
