Mall Security and Maintenance on Niagara County Public Safety System?

I've been monitoring the Niagara County Public Safety System for the last week. It appears that there are 2 talk groups that are being used for the Fashion Outlets of Niagara Falls. It looks like these two different talk groups communicate between each other and they both seem to be a mix between security, building maintenance and management. These talkgroups are not yet listed in the database for this system. I do not know enough yet on trunking and I am still very much learning how everything works. Based on what I'm seeing everything listed for this P25 site is in fact "public safety". Would the mall be operating "rogue" on this system? I ask this because I figure it would be a business and I would assume they would not be using this site? Just trying to see if I stumbled upon something interesting.

Highly unlikely it is rogue.
It could also be a patch to allow the sheriff deputies to talk to security. You would have to see if they are individual radio IDs or not.
I initially was using my SDR dongles and DSDPlus. I recently purchased an SDS100 and in the process of learning this scanner and am still picking up these two talk groups. I do have several individual radio IDs from these 2 talkgroups listed from my DSDPlus scan. What changes in the fact that there are several radio IDs used across these 2 groups?

If there are multiple radio IDs that implies they are individual radios. (A patch would show as 1 radio ID for every mall transmission...the radio that is the "donor" radio).
Being a trunked system, I doubt it is a rogue user. It is probably something the mall and the county arranged.

What is the TGID?
624 & 625. I want to monitor these with recording for a while longer so that they are properly named. With a brief review with no recording they seem to mix radio's between the 2 groups, so I may just have to break it down to see which talkgroup is mostly doing one thing over another.

It’s entirely possible they are on the system. It’s rare but it happens where a system owner will allow tangentially related outsiders, such as major shopping centers, tow companies or schools on it as secondary users. They may pay slightly more than the public safety users but it’s still cheaper than doing their own and allows easier communication.

I also would believe that a deal had been made.
Since the county system is simulcast, the mall/county may have made a deal to use as a transmitting site for that part of the county while upgrading their radios. The mall pays a fee to use and doesn't have the cost of maintaining it.
As it was mentioned, radio systems are expensive to build.

There is a trunked subsite at the mall. It was built out last summer.
