Whaaa???? Take a step back and read this. "We investigated ourselves and found that we did nothing wrong - and oh yes, nobody can see the evidence..... because."

This WILL go somewhere - and the taxpayers are the ones who will foot the bill.
Although you feel strongly about this there is nothing different about what happened here with the Pennsylvania State Police that is any different from any other police departments in the country who are involved in the same type of controversial situations.

If you look at the hundreds of police shootings and deaths of civilians and criminals in Pursuits around the country over and over and over again it's no different than what we have here.

The SOP that all police departments use in withholding evidence from the General Public and the public trial in the media circus secondary to probable litigation Is Not Unusual or unexpected.

If there was some type of deliberate negligence or conspiracy resulting in the suspects death while evading police then the liability lawyers will prove it and the taxpayers will pay.

The overall performance and history of the PSP Communications systems are no secret. Something may come of this and it very well might be the deficit in the communication system that is responsible.

Let's keep an eye on it and see what happens.

It's a busy day for me today and I will be off the forum for a while but even though I remember this when it happened I looked into it today the best I could to get more facts.

It seems that the negligence trial is not about police Communications. That came from the 1 news report quoted from here from a statement made by a trooper. The impetus behind this lawsuit comes from marijuana advocacy groups including normal who say that it should have never happened because marijuana should be legal and that the tactics used were "heavy-handed and excessive" for "a grow of only 10 plants"

As far as the helicopter is concerned we may have been a victim of fake news here on the story that was posted, by the way www.mail.com is just an internet portal and not a reputable news service. Not surprised. It's like a Twitter report.

The helicopter did briefly see two suspects running and did assist in the apprehension of one of them who was charged with trespassing and Drug offenses. Although it reported the last known position of the fleeing suspect who died the helicopter was not involved when the suspect was run over by the rear of the tractor after the tractor made a turn.

Again we don't know all the facts and we shouldn't just jump to conclusion that the cops are negligent just from one news source.

Unfortunately, far too often, that's what happens.

Considering the noise level on a bulldozer, the operator or someone riding with him would have a rough time hearing a radio unless he was wearing a headset. I have tried to coordinate parades while standing the middle of 3 marching bands.

When I was in law enforcement, with a municipal police department in a then-rural area (no longer rural), the county dispatch was on low band, but we had high band radios in our cars as well, since our township had frequencies on VHF high band. We also had VHF National in those radios, and it was quite common to talk to PSP Troopers on National, as we shared patrol on state route 422.

It was also common for Trooper 1 to call us on National, when they observed marijuana growing in the middle of a corn field within our township. It was pretty easy to have interoperability back then, when big /\/\ wasn’t so deeply invested in the FCC, and county governments weren’t so restrictive with their radio systems.

In this particular case, some will blame the law enforcement agency. Some will blame the governmental bureaucracy. Since I was actually in the trenches, and have seen all sides, I will simply blame the moron who decided to grow marijuana, as it is still a violation of law to do so, and also decided to hide in the path of oncoming machinery.

They say you can’t fix stupid, but I have always said you can, but it is a permanent fix...as illustrated by this incident. Or to put it another way, as a fellow officer used to say...he learned a very valuable lesson, and he won’t do that again.
As I had said in post 13 PSP has a number of VHF High simplex tactical channels that should have been used in this situation and as Philly DJ Dan pointed out... They're not encrypted. A funny sequence followed, you should read it. ;)
