NYPD Manhattan IO?

Does anyone know what Manhattan IO's function is in the NYPD? There are similarly titled frequencies in other boroughs as well

The NYPD IO Frequencies are supposed to be used for communication between NYPD, FDNY, and FDNY-EMS although the only time I have heard them used for their intended purpose is the MCI Drill at the Jamaica LIRR Station last month. Other than that I have heard some surveillance operations on these channels.

i heard FDNY and EMS on 482.78750 a while back on a multi-car crash call in staten island, but that was the only time i ever heard it used
