Welcome to RadioReference, zolof

Your BCT15X can be programmed manually, through the keypad. You can find step by step instructions for doing that on the Easier to Read Manual site.

Look up your state & county in the database to see what frequencies are in use in your area, then use that information to program the scanner.

If you have the programming cable, that came with the scanner, you can use FreeSCAN, which is (as the name implies) free to download & use. See this Wiki page to get started:
FreeScan User Guide - The RadioReference Wiki

You can download the file for FreeSCAN here.

If you'll indicate your location (city, or county, and state), then we may be able to advise what you will be able to monitor with your scanner.

Before you start programming make sure the systems you want to monitor are analog and not digital. The BCT15X is an excellent scanner but it will not decode digital systems.

the fastest way to manually listen to a frequency..
when scanning hit HOLD, type in the FREQUENCY, hit HOLD.
so
HOLD, FREQ, HOLD.
and for a conventional system
i don't have a 15 so try this as a good guess
hit menu, program system, hit yes
turn the knob to highlight new system, hit yes
conventional, hit yes
confirm, hit yes
turn to highlight edit group, hit yes
new group, hit yes
turn to edit channel, hit yes
new channel, hit yes
INPUT FREQUENCY, type it in and hit yes,
to put in more hit the menu button as a backspace and put in all you want hit scan when done.
you can go back and put in all the names later.
