Is it possible to manually program talk groups into a HP 2.

Is it possible to manually program talk groups into a HP 2.

If you are referring to adding, or editing, a talkgroup or conventional frequency through the HP-2's keypad, that can be done if you have the Extreme Upgrade applied to the scanner.

If you do not have the Extreme Upgrade, you can't add or edit anything directly on the scanner. However, you can always add or edit whatever you want in a Favorites list using Sentinel, then writing the updated list to the scanner.
