BCD436HP/BCD536HP: Manually turn on FL and the Systems within them

In ProScan I have FL programmed with FQK F-1 and SQK S-1 and my local P25 as S-1. A new county P25 is coming online and it is programmed as SQK S-4 in the same FL (F-1). Scanner shows F0: _1________ and S0: _________ If I enter 1.1 repeatedly it displays QK 01.01=On or Off alternately. Same happens with 1.4. The F0 and S0 limes on the display never change however. Even though I have S-0 thru S-9 programmed in ProScan, I have no * showing on the display. I get Scan Mode, nothing to scan. Before I added the new P25 system everything was working fine, including using QK. I’m getting totally frustrated!

This works with 0-9 Favorite Quick Keys
1 Enter turns on Favorite 1 Quick Key on/off
2 Enter turns on Favorite 2 Quick Key on/off
3 Enter turns on Favorite 3 Quick key on/off

Seeing the S0:_________ has me puzzled. It's like it isn't seeing any System Quick Keys. Like you say, you should see either a digit or * in the appropriate slots. Could there be some location control at play here where the scanner is seeing the Systems, or some type of Avoid in play?

You may want to look at the "Nothing to Scan" checklist in the manual to give you some ideas of other things to check.
