How does one determine which site each system "should" be using? Example: Lets say Post 32 is online(its not), what tower should I be hearing them on or does it go by zones (possible to hear them on any site in zone 1)?

Site 259 Deshler (Which is well within Henry County, not Putnum).
Secondarily I would say the Lima site (258).

I was thinking Site 259 first and site 223 (Cary) second. I did get a hit (16160) on site 203 (Mansfield) today. That is what started my thinking about this.
So Henry County has 2 sites (259 & 261)?
I have to agree with you there. I have had Tom's site in my favorites for quite some time now. According to that map there is a site here in Findlay and is completed :?
a mobile unit part of talkgroup, lets say 16010 (ohio highway patrol), usually affiliates itself with a 'home site'. Keep in mind, some counties have more than one site so this home site is one of those 2 sites if thats the case.
Should this mobile unit leave the radio reception range of its home site it then begins to look for the next best site. It then affiliates itself with the next best site.
Ive noticed that ravenna post of the highway patrol, normally uses the 868.9875 portage county site, however if its running radar on I-76 near summit county border sometimes it will be broadcasting out of the 868.800 summit county nimisila site.
Now, the big question of mine is....is that mobile unit that is transmitting on summit county's site also transmitting on its usual 'home' site in portage county as well so all their comrades in that talkgroup know what they are doing?

Yes, that talkgroup will transmit on any site in Ohio that has that talkgroup selected on a radio affiliated with a site. For example, lets say someone in Lima had the Ravenna Post selected on their radio, the Ravenna Post traffic would be transmitted on the Allen County site.
