I realize the issue of better coverage and what not with the Ohio MARCS system but, they could have good communication analog or digital right? Are they going digital cause they don't want the public to monitor? Also I am going to be purchasing a PRO-96, could someone walk me through how to program it? Thanks in adavnce.

Buy Don Starr's Win96 software. That will help you program it really easy

No, they are going Digital because that's the wave of the future. If they don't want the public to hear, they will use encryption. Not Digital modulation.
