marine channel 14 being used on turnpike

Thursday morning got stuck in stopped traffic on east bound turnpike at the Allegeheny tunnel. so i set the ham radio memory scan which has 3 marine radio channel programmed live close to Ohio river . it stopped on marine 14 where i was able to hear the traffic closure crew in the clear. anyone else find random use of frequencies?

In Philly and Bucks area along the Delaware River Marine channel 14 is Port operations and channel 13 is ship to ship, bridge to Bridge, ship and bridge.

I live along the Delaware River right near the connector Bridge between the Pennsylvania Turnpike and the New Jersey Turnpike, I monitor marine radio and I've never heard any activity from the turnpike.

Happens a lot with hunters in the mountains and areas away from major bodies of water.

VHF, higher output , less interference from kids screwing with them on FRS. “ hey boss, these cobras will work good and they are cheap on Amazon”

While lots of people use marine frequencies for things other than there intended (or legal) use, that's probably not the case here. The turnpike uses properly licensed VHF high frequencies in their maintenance vehicles. In your case, you were in very close proximity to both the vehicles, and the output of a repeater located on the top of the mountain above the Allegheny tunnel. My guess is that the radio you were using has a pretty wide front end and given the power and close proximity it just bled over onto the frequency for channel 14. The listed frequency for channel 14 is 156.700 and the output of the repeater for district 2 right above you is 156.225. Also possible is depending how good/poor the filtering in your radio is that you were getting chatter from their mobile to mobile channel at 159.000.
