Are the icom radios monitorable by a scanner if the scanner is digital or non digital they just upgraded the radios here to icom and i,m trying to figure if you monitor them or not any help ......

Are speaking in regards to Marine as in military, or marine as in boating radios.
If you are asking about the ISR radios yes you can if it will receive the UHF AIr band continuous.

Marine boating ,my dad works on the river and he called me to tell me they went to icom radio but i will find out more when he comes home and shows me,because thats how we keep in touch ,and i,m thinking i might have to go get me one too,but i just wanted to find out if i could hear them,........

The boating freq should be in the clear, unless they are using digital mode fore send telex, or sending or receiving weather maps.
But for voice you should have not problem.
