I am sure you have covered this before, but I do not understand what a Indianapolis/Marion County Public Safety (MECA System 1) is..
what system type is that??
trying to listen to IPD..

It is a Motorola Type II trunked radio system. You need a trunk tracker scanner to monitor it properly. Uniden and Radio Shack trunk scanners will follow the system.
