Not only is the city digital, so is Harford County (which you will pass through). Anne Arundel is still mostly analog (there are a couple of talkgroups that are digital/encrypted) and you will be able to hear that system if you are downtown near the Harbor or at Camden Yards. Concentrate on the Northern District tgs. Cecil county - the first one you enter when you cross the border into Maryland - is ProVoice and unmonitorable.
Delaware is all digital - 'nuff said on that.
Md.State Police can be a challenge to hear - most of their stuff is on 39 Mhz and high band, and you will need a decent mobile antenna to hear it, with the exception of the 151.04 repeater which is shared with State Highway. Don't be surprised if the audio on the SHA repeater sucks - it's consistently overmodulated - I suspect the deviation is set too high. Concentrate on the NorthEast, BelAir, Perryville and Golden Ring barracks, as well as the portable 155.73 frequency.
