Maryland Governor announces communications plan

Flanked by state and local emergency workers, Gov. Martin O'Malley on Thursday launched a sweeping initiative aimed at linking the statewide communications systems used by fire, police and other first responders to better handle crisis situations.

Problem:
Proposed new Fire and ambo/ MSP helicopter/ Maryland Hospitals will be switching to the 700 Mhz. radio band.
Unfortunately, the Radio Shack PRO-96 does not include the 700 Mhz. bandwidth.
Is there a way to reprogram the radio to include 700 Mhz. when or if it is needed?
