Mass DOT district 5 on repeater on 47.28?

I just heard testing going on on 47.28. The dispatcher was mentioning the pine hill repeater was having problems. Did anyone else catch these transmissions? Taunton was talking to HOC. I heard trucks contacting Taunton. I usually only hear the dispatch side. Is this new?
