Talk groups on a trunked system don't have individual frequencies "assigned" to them.

The control channel for that system allocates one of the system's available frequencies to a talk group each time a transmission is made. The next transmission (even an immediate reply on the same talk group) may or may not be on the same frequency as the first one.

It will depend on where you live as to which MSP Zone you are going to fall into. Tell us what city or town you live in and someone can give you a much better idea.

Some of the talk groups may also only be used on the Zones allocated for the facility in which they are used.

BTW, I don't recall ever hearing non encrypted traffic on 51xxx talk groups for any users.
