MCFRS two-tones unheard before

Within the past week, there were a pair of two-tones that were very quick. each tone wasn't even for 1 second and there was hardly even a gap between them.

The contents of the message was that a FRS dispatcher had passed away announcement..

Any ideas as to what those tones were for? Upper/Lower county? All/CALL?
